I believe this is a child's table cloth set. The design is printed on a sturdy linen and the ground is bright white. The cloth measures 36" square and the napkins are an unusual shape - measuring 8" x 10.5". The set has been used but lightly and carefully. I have washed it.
I believe the designer was a woman named Carrie Wilson. I would date this set to the late 40's early 50's. That is just a hunch - no provenance to back me up. Quaint European country designs were very popular then.
